I didn't have locales installed before upgrading recently, and
apt tries to remove everything dependent on libgtk1.2 (i.e., all
Gnome stuff) when I upgrade.  Figuring out how to prevent
this was a bit difficult, since I didn't know that locales was
supposed to replace gconv-modules.

Could locales be automatically selected by dselect for anyone
that used to have gconv-modules installed, or something similar?
But of course that wouldn't help if I did:

  apt-get upgrade

instead of:

  apt-get dselect-upgrade

I'd say make locales required, but of course it's not by anyone
without a need for multi-lingual support nor the desire to run
Gtk/Gnome apps.
