goverment first made a law to "daylight saving" stating that from the first sunday in march (5th) to the first sunday in october, time in Argentina would be UTC-004. Later they discovered that rather than saving , it would be more expensive ande decided to stay in GMT-003 all the year. timezones for argentina ( America/Rosario, America/Buenos Aires, america/Cordoba, etc ) are now pointing to gmt-004.
