I generated /etc/locale.get with debconf, not by hand.
There is a [EMAIL PROTECTED] ISO8859-15 select box (which I erroneously selected) and also [EMAIL PROTECTED] ISO-8859-15 select box (unselected).
Selecting rigth box fix the bug. You should remove the misleading option in debconf template.
