Recently I got the similar bug report:

Paul Eggert, one of timezone maitainer, said

  abbreviations like "WIB" are in the Bahasa Indonesia language; for
  example, "WIB" stands for "Waktu Indonesia Barat".

Please read more about BZ#791.

I close this bug.  Zakaria, if you are not acceptable for this
closing, please reopen this report after you contact to Unicode CLDR
Project and ask them about the standard WIB representation name.
