I'm also experiencing this problem. When I did a recent update to my Debian testing system, I got:
Setting up locales (2.3.2.ds1-22) ...
Generating locales...
  en_us.ISO-8859-1... done
  en_us.ISO-8859-1... done
  en_us.ISO-8859-1... done
  en_us.ISO-8859-1...
and so on.

If I killed the update and tried again, same problem.

When I edited /etc/locales.gen there were over a hundred lines containing "en_US ISO-8859-1", 2 lines of that, then a blank line. Then, 1 line, a blank line, 2 lines, a blank line, 4 lines, a blank line, 8 lines, a blank line.... I deleted all but the first line in / etc/locales.gen, and the update then succeeded.
