Hi, due to a packaging bug, this change is explained in /usr/share/doc/locales/NEWS.Debian/locales.NEWS.Debian instead of /usr/share/doc/locales/NEWS.Debian and is thus not displayed by apt-listchanges, it will be fixed by the next upload.
