This is normal, you have to logout/login.

Please read /usr/share/doc/locales/NEWS.Debian.gz, locale variables
have been moved away from /etc/environment because this file belongs
to PAM and locales should not have modified it.

Your display manager has to be fixed to read /etc/default/locale
instead of /etc/environment.  Please tell which display manager
you are running (xdm/kdm/gdm/other?) so that we can reassign
this bug to the right package.
