This causes a differing behaviour in the case of a nonexistent /etc/locale.gen: The empty SELECTED_LOCALES overwrites possible values in debconf. I suggest to make
db_set locales/locales_to_be_generated "$SELECTED_LOCALES" at least dependent on the existence of /etc/locale.gen. However, I am unsure about the intended default behaviour if there is no /etc/locale.gen and no debconf entry. Michael
