When you select 'None' as the default locale for the system environment the file /etc/default/locale will not be created (at least I don't have it after an upgrade from etch to lenny, not sure about a fresh install). But other packages expect the file to be there (like su or sshd using pam) and generate warnings. So /etc/default/locale should always be created (probably as an empty file) even when the default locale is set to 'None'.
