I have the following behaviour on my system, with version 2.10.2-2 and
bsdmainutils 8.0.2:
    
    lfou...@bourrasque:~% LANG=POSIX LC_ALL=POSIX cal
       December 2009
    Su Mo Tu We Th Fr Sa

     6  7  8  9 10 11 12
    13 14 15 16 17 18 19

If I understand things correctly the expected result in this case is
to have weeks starting on monday.
