It could be a documentation bug[*], but I'm not sure since Debian
scripts assume that LANGUAGE can be used alone. For instance, the
/etc/default/locale file generated by Debian contains:

#  File generated by update-locale
#LANG="en_US.UTF-8"
LANGUAGE="en_US:en"
