Bug#740697: libc6: fopencookie() does not work as documented

Just as a simple test-case that the behavior is as I described, I wrote a simple test-case: <http://www.dolda2000.com/~fredrik/tmp/fopencookie.c>
If WRITE_ALL is set to 1, the program correctly indicates that all 65536 bytes have been written properly, but if it is set to 0, only 512 bytes are written.
