As said in the startpost this bug is reported against upstream and not Debian (it just matches both in this case). This bug was also reported on Launchpad before this ticket ( https://bugs.launchpad.net/ubuntu/+source/langpack-locales/+bug/1449138 ) but they don't want to fix it as it could cause more regressions (this was also the reason to forward it to upstream).
