I packaged and pushed two packages:

Both packages target experimental, as they depend on golang-goprotobuf-dev
1.4.

Buf is branded as a drop-in replacement for protoc. It depends on
golang-github-jhump-protoreflect. It is needed to build the latest version
of nomad (1.x), and probably other Hashicorp Go programs.

Packaging itself was quite straightforward, but it still needs a serious
review from someone who's knowledgeable in Go code generation, Protocol
Buffers and all those Go things.
