The rebuild is done[1], but I don't know the release team's position. Since the bug is not closed by release team yet. I just forwarded release team's email on the unblock bug. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=989498#22 IMO, uploading a leaf package doesn't have impact on other packages,.
