This is sensible, but several times this does cause inconsistencies. It is also hard to keep a track of what is still vendored and what has been accepted (since NEW can take a lot of time as well). Such an approach is good if you are very actively tracking it yourself, but whilst working on a number of packages, it is easy to slack off :) I'd rather suggest to avoid vendoring when you can, provided when you don't need the package on an urgent basis.
