Indeed -- hence my filter of 'No non-QA upload in the last three years'. Most packages I'm thinking of haven't had uploads in 5+ years. Some have had a QA upload to fix some nit, like reproducability, buildinfo or adding go.mod, but those uploads shouldn't count IMHO.
