You should unpack the .tgz in the $HOME/.themes/ directory. This should
give you (for the bluebubble theme) a gtkrc and some png files under the
$HOME/.themes/gtk-2.0/ dir.
Then run gnome-theme-manager from a shell to change to the desired
theme.
