Sven, I think you're missing one important difference: you can't have packages in experimental without the maintainer's approval, but you don't need approval from the maintainer of a package to setup unofficial repositories of that package. In this case Christian has manifested he does not plan to upload himself or to let others upload to experimental, so experimental is not an option unless he changes his mind.
