It's a Debian packaging issue. Right now, /etc/init.d/gdm doesn't obtain what the default configured language is in the system, so it always starts up using the C locale. The maintainer refuses (with a reason) to blindly source /etc/environment... so a more global mechanism is needed to solve this.
