Can you verify which distro and version of GNOME you are using? Currenntly, I run two distros; Debian and Fedora. This only happens in Debian.
Debian unstable/experimental. Currently I'm running GNOME 2.8. As I said, the behavior is sporadic -- I can't verify that it's happened with 2.8. I recall it happening a fair amount in the past, when I was running 2.6
