Gnome 2.12 (Control Center)

Not to beat a dead horse, but I am trying to understand some of the dependency in the Gnome tree.

Why is gnome-menus a dependency of gnome-control-center (control-center, to use the Debian name)?  I have checked the source as distributed by Gnome, and I do not see anthing that suggests that this package should be a dependency in control-center.

What am I missing?
