Files in /usr/share/gconf/defaults/ are compiled into /var/lib/gconf/debian.defaults by update-gconf-defaults; you can double check whether this update happened. /var/lib/gconf/debian.defaults is referenced in the gconf path, see /etc/gconf/2/path.
