rootstrap uses UML, and so can only create images for i386. pbuilder uses debootstrap to create a chroot, and then its core functionality is using that environment to build packages. If someone were interested in creating a tool to unpack debs on a host system for later configuration on the Zaurus, that would probably be possible.
