Here's a hypothetical, pathological case:

You want to mirror hackage (using cabal fetch) to a central NAS, and
then have various buildbots do compiles.  The buildbots aren't trusted
with net access, and the NAS has 512MB of MTD for the OS.  You want
cabal-install on the NAS, but not ghc6.

FWIW, I'm ambivalent; either Recommends or Depends is fine with me.
