No.

Haskell is different from most other languages because every
new compiler and library version is binary incompatible with
previous versions. The only other language in Debian that I am
aware of that has a similar problem is Ocaml.

Also, no other langauge is moving a quickly as haskell (expecially
not Ocaml).

I feel that for debian stable we should make it possible to access
versions of haskell packages backported from testing.

Ubuntu could do the same.

I have used cabal-install and I still think debian packages are a
far superior way of managing haskell packages on debian based 
systems. That makes it worthwhile.
