This hackage release works:
http://hackage.haskell.org/package/gtk2hs-buildtools-0.11.2

It is also under "Upstream" and package "gtk2hs-buildtools" of:
http://pkg-haskell.alioth.debian.org/cgi-bin/pet.cgi
