well, cabal (the tool) has a package resolution algorithm integrated,
and we use that in our package plan. But we could definitely need more
tooling, e.g. to answer the question: „If I want to upgrade package foo
to version x, what other packages do I have to upgrade.“

The test-packages.pl script supports a flag --allow-upgrades that should
have that effect, but cabal is unable to cope with the resulting
problems. It might be best, though, to improve Cabal’s dependency
solver.
