I don't think so. I've uploaded kernels for B180 which include ext3. The new boot floppies install media uploaded to ftp.parisc-linux.org/cd-images/testing/ might include ext3 support.
It does work. there's no message in dmesg about the /boot fs, but after coming up / and /boot are mounted ext3
