I can conclude that by looking at the .deb: the templates file inside is empty. And looking at fontconfig's build log, po2debconf indeed failed. It was caused by a broken po-debconf installed on sarti. I've mailed debian-admin about that, and will make my next upload build-depend on a newer po-debconf. -- .''`.
