Yes, indeed.

ocamlopt is available just on a few architectures, but still the package
build on architectures which are missing ocamlopt (e.g. m68k). Assuming
that the debian/rules and that upstream Makefile are ok (this is
probably true because extlib has been built on m68k which is missing
ocamlopt) the package should build fine also on hppa.
