hppa isn't in Debian anymore (other than lenny, which is rapidly nearing EOL). hppa has migrated to debian-ports. Being a debian developer isn't a requirement to uploading to debian-ports. That's set by the porting team, which is led by Carlos. One of the debian machines, penalosa, is available for us to turn into a buildd for debian-ports. Its been nearly a year since we talked about this last, and I don't think the roles/next steps are clear.
