When building binutils on hppa natively, one obtains binutils and binutils-hppa64 packages, which is fine. I therefore assumed that cross building binutils for a hppa target should also result in hppa64 binutils. This is neither the case nor necessary. One can cross build binutils twice setting TARGET=hppa-linux-gnu and TARGET=hppa64-linux-gnu respectively.
