Looking at the main configuration file for hppa in debian-installer, it seems that it only builds netboot variants, both for cdrom and netboot images. However, I don't understand the underlying mechanisms in debian-installer well enough yet to fix this problem. But generally speaking, the debian-installer build process normally creates two different initrds, one for CD-ROM installation - it also includes the CD-ROM drivers, for example - and one for network installation which includes various network drivers. I am planning to work in this particular area in debian-installer in any case as I want to switch all other Debian Ports architectures to using GRUB as a bootloader for the CD image where it's supported.
