Don't know what I've messed up but I'm still getting the same error message
with your recommendations. More accurately this was:
dpkg: parse error, in file '/var/lib/dpkg/available' near line 1:
field name `' must be followed by a colon
E: Sub-process /usr/bin/dpkg returned an error code (2)
I've got two problems getting Hurd on to the internet
1. No ethernet but a broadban cable modem on the USB
(Hurd has no usb support)
2. my isp only does DHCP
(again this is broken)
So that is why I had to go for apt-offline (Think it was Ognan tipped me off
for it.)
It will be good practice for me to re-install Hurd from scratch (doesn't take
me too long now) and try to get apt-offline working with a known clean system.
Anyhow I've also bought a net-lynx ethernet card (claims to support unix on the
packaging) and I'll just have to remember to get a cable too next time I'm in
town(!) So I'll try some of the stuff from the debian-hurd archive to get the
connexion directly.
(I'm not too convinced it will work as I had a lot of bother getting connexion
when I was first experimenting with linux about 5 or 6 years ago. NTL had
almost zero support and there was nothing useful to found about Ambit Modems. I
cracked it with persistence and pure luck! -- Never mind it is worth a go.)

What I'm doing is mount my Debian GNU/Hurd partition as /gnu and have
the attached file as /gnu/etc/apt/apt.conf.offline. Then, I cd into
/gnu/etc/apt and do 'apt-get -c apt.conf.offline install foo' or
'apt-cache search -c apt.conf.offline bar' etc.
