Yeah, that's why you shouldn't use teh MAKEDEV from the Debian distribution (read: makedev package) but the one from the Hurd package. I'll file a bug report against the Hurd package to Conflict: makedev. This should be a bit safer. The real solution is to get makedev package from the archive, but it is unfortunately Architecture: all, and Debian infrastructure is suboptimal currently. Sorry for the inconvenience.
