Here in Finland: ftp://ftp.funet.fi/pub/mirrors/alpha.gnu.org/ I don't know about others. You could try browsing the sites on the ftp.gnu.org mirror list (http://www.gnu.org/order/ftp.html); perhaps some of them mirror alpha.gnu.org too.
