When in doubt, always try `settrans -cap'.  -a says to set the active
translator, which will try to start it up first and let you see its errors.
-p says to also set the passive translator (which is the default behavior
when neither -a nor -p is given), but it won't do it if the active
translator failed to start up properly first.
