I guess we could implement SA_RESETHAND. If you file bug in debian bts for enhancement on libc0.2, then Mark or I will get around to it eventually.
You should use tcgetattr/tcsetattr instead of ioctl. That is the POSIX.1 interface and there is no reason I know of not to use it on Linux too. Use #ifdef RLIMIT_AS for those cases.
