I don't know the answer to either question. I think you can find some ELF
standard or draft with google, but I doubt there is something easily
readable. Some discussion has happened on the tool chain developers gnu
lists.

I only understand that RUNPATH works like RPATH, but RPATH is definitive
(can't be overridden by users), while RUNPATH has a lower precedence. As
not-overridable was one of the major arguments against rpath in Debian, I
hope that we can work something out with runpath.
