I don't think that we have to be too fussy about non-US. I have just downloaded powerpc non_US version from sourceforge. Maybe some US person could comment, but I think that the US crytographic regulations have become a dead letter. I will be updating the hurd-cd page on debian.org in a couple of minutes.
