Well, I installed Hurd from F3 CDs three weeks ago, and I haven't had problems with dselect (I don't use apt-install directly). I worked with CD-ROMs and apt-cdrom fine, without problems. By the way: I have a wonderful Pentium 100 with 96 Mb.
