Debian GNU/Hurd/Mach by consistency with Debian GNU/Hurd/Linux because there are plans to port the Hurd to Linux (ie. to make Linux work as a microkernel instead of Mach) Every part of work deserves consideration but including it in the name of the whole system is exagerated.
