dosemu is in contrib because it depends on a free DOS implementation which we don't have yet in debian. There's FreeDOS (GPLed) but there are technical problems building the package, particularly about GCC. Just filed a FreeDOS RFP explaining the details, see http://bugs.debian.org/144042 .
