   I'll file bug against sysvinit to not install "halt" and "reboot"
   commands on hurd-i386.  They are provided by the hurd package.

Recall that the ones in the Hurd don't do funky sysvinit magic.
Infatc, reboot for us is essentially a call to reboot().
