I was mistaken.  It is partitioning a disk of >4 GiB that seems to
fail.

It sits at the step "Partitions formatting", with status "Creating
ext2 file system for / in partition #1 of /dev/hd0...", progress 33%.

The console says:

        partman: ext2fs_check_if_mount: Can't check if filesystem is mou
        nted due to missing mtab file while determining whether /dev/hd0s1 is 
mounted.

This is using the mini.iso from December 9,
md5sum = 247ef61d623c436b79b398b86b2e1fe0

kvm is running at around 20% CPU.
