I received the same problem. Installation hangs while attempting to retrieve libc0.3 during base system install with a debootstrap warning:
Warning: couldn't download package libc0.3 Eventually you will be returned to the installation options screen. You can start at the same place where the installation leaves you and retry the base installation process and I have been able to get libc0.3 to download every time on the second attempt. I think this may be related to the /etc/apt/sources.list being set to http://jk.fr.eu.org/debian/hurd-installer/mirror, which leads to a slow connection for some. After installation this can be changed to get updates from some other location.
