Well, the 0.13.1-2+b2 version of libpciaccess-dev depends on the 0.13.1-2+b2 version of libpciaccess0 indeed, but there's also a 0.13.1-2+hurd.2 version of libpciaccess-dev, which depends on version 0.13.1-2+b2 of libpciaccess0.
