My theory is that some people don't bother to check whom they are actually mailing. They see a web page that contains two keywords they are interested in, and an e-mail address, so they just compose a message "I need X+Y. Please gimme." (Where "please" is optional.) At least that's what I've observed on debian-user-polish several times.
