Hello! :-) I received an e-mail last week from Tung-Han Hsieh, the current main author of the excellent xcin-2.3.04 package, the X Chinese INput server. As he develops xcin-2.5, which will be compliant with C and X11's locale standards, he is also actively involved in the Chinese Linux Extension (CLE) Project as they strive towards I18N/L10N for the Chinese community. They have incorporated the zh_TW.Big5 locale into glibc-2.1, but are running into some problems.
Here is my rough translation of his e-mail message.
